It doesn't help that this also happens in Chrome, so I feel like it might be my keyboard's fault, but I use a laptop and can't figure out how to make it behave. It pops up when I type, pops up while I'm scrolling, pops up when I change tabs. I can't type properly, can't browser, can't do anything. To disable a plugin, change its permission from "Ask to Activate" to "Never Activate". On the Add-ons page, in the left column, click Plugins. It's also possible that the problem extension works fine on its own but is interacting badly with one your plugins, so if you want to keep both of those extensions enabled, review and disable unnecessary plugins. You can complete your work on the tab and click one of the links as the last step. Often a link will appear above at least one disabled extension to restart Firefox. Then you can find the Disable button for each of those.

If Safe Mode works normally, that usually means that one of your extensions is causing the issue.
